Este documento fue desarrollado por el denominado grupo motor, encargado de impulsar todo el procedimiento. El Grupo Motor pose\u00eda las siguientes caracter\u00edsticas:<\/p>\n\n\n\n<p>Era un grupo de trabajo voluntario y abierto, compuesto por personas registradas en Chipiona (entre 8-12 personas m\u00e1ximo), con el objetivo de estimular y promover la participaci\u00f3n ciudadana en los Presupuestos Participativos.<\/p>\n\n\n\n<p>Las responsabilidades del <strong>Grupo Motor<\/strong> incluyeron:<\/p>\n\n\n\n<p>a. La creaci\u00f3n del autorreglamento de los Presupuestos Participativos de Chipiona. <\/p>\n\n\n\n<p>b. La propuesta de un cronograma para todo el proceso. <\/p>\n\n\n\n<p>c. Coordinaci\u00f3n y dinamizaci\u00f3n de las diferentes etapas del Presupuesto Participativo.<\/p>\n\n\n\n<p>En la realizaci\u00f3n de sus tareas, el Grupo Motor cont\u00f3 con el respaldo del <strong>Ayuntamiento de Chipiona<\/strong>.<\/p>\n\n\n\n<p>El Grupo Motor llev\u00f3 a cabo todas las reuniones que consider\u00f3 necesarias durante el proceso de los <strong>Presupuestos Participativos<\/strong>. La hora, el lugar y la fecha de las reuniones del Grupo Motor fueron establecidos por aquellos que participaron en ellas.<\/p>\n\n\n\n<p>Las decisiones dentro del Grupo Motor se tomaron preferiblemente por consenso.<\/p>\n\n\n\n<p>3.- La <strong>tercera fase<\/strong> consisti\u00f3 en la presentaci\u00f3n de propuestas, siendo estas para el a\u00f1o 2022 un total de 30 propuestas.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-4-3 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Video promocional para la presentaci\u00f3n de propuestas 2022\" width=\"500\" height=\"375\" src=\"https:\/\/www.youtube.com\/embed\/kBuZqYBXKWs?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>4.- La <strong>cuarta etapa <\/strong>implic\u00f3 la validaci\u00f3n de las propuestas presentadas por la Mesa T\u00e9cnica Municipal.<\/p>\n\n\n\n<p>5.- La <strong>quinta etapa<\/strong> fue la votaci\u00f3n de las propuestas, que se llev\u00f3 a cabo de manera telem\u00e1tica a trav\u00e9s de una herramienta digital. Esta herramienta, para la cual se solicit\u00f3 una subvenci\u00f3n a la Junta de Andaluc\u00eda, se aloj\u00f3 en el portal de la Delegaci\u00f3n de Participaci\u00f3n Ciudadana. El proceso culmin\u00f3 con una votaci\u00f3n presencial para aquellos que prefirieron esta modalidad.<\/p>\n\n\n\n<p>6.- La <strong>sexta etapa<\/strong> fue la realizaci\u00f3n de una evaluaci\u00f3n preliminar del proceso.<\/p>\n\n\n\n<p>7.- La <strong>s\u00e9ptima etapa<\/strong> fue la implementaci\u00f3n de las cuatro propuestas m\u00e1s votadas por la ciudadan\u00eda (una por cada tramo econ\u00f3mico de 5.000, 10.000, 15.000 y 20.000 \u20ac) antes del cierre del a\u00f1o fiscal el 31\/12\/2022.
