{"id":2937,"date":"2020-05-04T12:15:19","date_gmt":"2020-05-04T10:15:19","guid":{"rendered":"https:\/\/laboratorio717.org\/?p=2937"},"modified":"2020-05-04T14:12:05","modified_gmt":"2020-05-04T12:12:05","slug":"andalucia-en-el-atlas-mundial-de-presupuestos-participativos-de-2019","status":"publish","type":"post","link":"https:\/\/laboratorio717.org\/andalucia-en-el-atlas-mundial-de-presupuestos-participativos-de-2019\/","title":{"rendered":"Andaluc\u00eda en el \u201cAtlas Mundial de Presupuestos Participativos de 2019\u201d"},"content":{"rendered":"\n<p><span style=\"font-weight: 400;\">Recientemente se ha publicado el <strong>Atlas Mundial de los Presupuestos Participativos de 2019,<\/strong>\u00a0y Andaluc\u00eda debe sentirse orgullosa ya que ocupa gran parte de la informaci\u00f3n que se encuentra en la secci\u00f3n espa\u00f1ola.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Esta publicaci\u00f3n <\/span><span style=\"font-weight: 400;\">representa la <strong>recopilaci\u00f3n m\u00e1s amplia de datos<\/strong>, hasta la fecha, sobre la situaci\u00f3n <strong>de estos procesos en el planeta<\/strong>, pues cuenta con la colaboraci\u00f3n voluntaria de m\u00e1s de 70 autores de todo el mundo, redactando as\u00ed un an\u00e1lisis global y por pa\u00edses de dicha situaci\u00f3n. Con ello, se ha conseguido adem\u00e1s, jerarquizar los diferentes pa\u00edses con respecto a los niveles de compromiso que tienen con la promoci\u00f3n de la democracia, la lucha contra la corrupci\u00f3n, el desarrollo humano y la felicidad de las poblaciones. <\/span><span style=\"font-weight: 400;\">En las 191 p\u00e1ginas del libro, los lectores podr\u00e1n encontrar datos in\u00e9ditos y resultados sorprendentes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De la misma manera, el atlas es un producto, pero tambi\u00e9n un proceso en construcci\u00f3n, ya que se pretende que se ampl\u00ede este trabajo a m\u00e1s pa\u00edses en futuras ediciones, <\/span><span style=\"font-weight: 400;\">reforzando as\u00ed la capacidad conjunta para comprender y analizar el presupuesto participativo en el mundo.<\/span><\/p>\n<p><b>Espa\u00f1a en el atlas:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">En el cap\u00edtulo de Espa\u00f1a trabajaron en la redacci\u00f3n Carmen Pineda, Andr\u00e9s Falck, Marta Barros, Mar\u00eda \u00c1ngeles Abell\u00e1n y Sahsil Enr\u00edquez, todos ellos, estudiosos relacionados con el mundo de la administraci\u00f3n de empresas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En esta secci\u00f3n se asegura que la mayor\u00eda de las comunidades aut\u00f3nomas espa\u00f1olas tienen leyes sobre participaci\u00f3n ciudadana, democracia participativa directa y activa de los ciudadanos e inclusi\u00f3n social de ellos en la esfera pol\u00edtica.<\/span><\/p>\n<blockquote>\n<p><i><span style=\"font-weight: 400;\">\u201cEs importante se\u00f1alar que la Constituci\u00f3n espa\u00f1ola (1978) en su art\u00edculo 9.2 menciona que es responsabilidad de la administraci\u00f3n facilitar la participaci\u00f3n de todos los ciudadanos en la vida pol\u00edtica, econ\u00f3mica, cultural y social. Adem\u00e1s, en el art\u00edculo 6, se afirma que la participaci\u00f3n debe entenderse como un complemento del sistema de representaci\u00f3n y a la tarea que desempe\u00f1aron los partidos pol\u00edticos y debe dirigirse a las partes interesadas\u201d.<\/span><\/i><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\"><strong>Centr\u00e1ndose en Andaluc\u00eda<\/strong>, los autores <strong>resaltan las normativas<\/strong> importantes que abordan los temas referidos anteriormente en dicho territorio, como por ejemplo, la\/Ley 7\/2017, de 27 de diciembre, de Participaci\u00f3n Ciudadana de Andaluc\u00eda.<\/span><\/p>\n<blockquote>\n<p><i><span style=\"font-weight: 400;\">\u201cLa Ley de 7\/2007 sobre participaci\u00f3n ciudadana en Andaluc\u00eda en su art\u00edculo 24 menciona que las autoridades locales pueden implementar mecanismos de participaci\u00f3n ciudadana como el Presupuesto Participativo para priorizar aspectos de su presupuesto. Adem\u00e1s, el mismo art\u00edculo indica que el <\/span><\/i><i><span style=\"font-weight: 400;\">\u00ab<\/span><\/i><i><span style=\"font-weight: 400;\">Gobierno regional de Andaluc\u00eda fomentar\u00e1 la promoci\u00f3n y difusi\u00f3n de los procesos de Presupuestos Participativos basados en los principios de universalidad y autorregulaci\u00f3n<\/span><\/i><i><span style=\"font-weight: 400;\">\u00bb<\/span><\/i><i><span style=\"font-weight: 400;\"> y <\/span><\/i><i><span style=\"font-weight: 400;\">\u00ab<\/span><\/i><i><span style=\"font-weight: 400;\">colaborar\u00e1 en el desarrollo y promoci\u00f3n del Presupuesto Participativo ejecutado por los locales entidades, a trav\u00e9s de acciones positivas, informaci\u00f3n, formaci\u00f3n y sensibilizaci\u00f3n<\/span><\/i><i><span style=\"font-weight: 400;\">\u00bb<\/span><\/i><i><span style=\"font-weight: 400;\">\u201d.<\/span><\/i><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">El texto se\u00f1ala que <strong>la comunidad andaluza fue la primera en implementar experiencias de Presupuestos Participativos<\/strong>, a pesar de que, hoy en d\u00eda, el modelo m\u00e1s com\u00fan de es el uso de plataformas en l\u00ednea, inspiradas en el caso de Madrid.
